The Evaluation and Improvement of the Waste Container Collection and Recycling System Project

The project period was from 13th Jan, 2015 to 31st Dec, 2015. The project purposes were to enhance the collection path operating of disposable food containers for waste reduction, run the collection campaign tour of the hard-to-collect waste pesticide container in countryside for raising the collection effectiveness, and propose to improve the efficiency of sorting, collection and recycling for the waste plate container. For the food and beverage industry guidance on waste disposable food containers collection, the project had assisted 100 breakfast stores to set up the installation for collection and put up the propaganda poster. The total collection volume was estimated around 2,700 kg. For the waste pesticide container collection, the project had held 30 collection campaigns and the total collection volume reached 5,977 kg. Considering domestic farmers already accustomed to the sorting and collection of waste pesticide containers gradually, it is suggested that the collection point should be installed in the farmers’ basic unit (production and distribution unit) for promoting collection continuously. In the aspect of evaluating the feasibility for recruiting the pesticide retails as collection points, 140 surveys had been finished (including pesticide retails, farmers’ association, production and distribution units, collection entities, and municipal cleaning crews) Based on the surveying results, it was workable to recruit the pesticide retails as collection points. It not only provided the collecting path, but also increased the convenience for collection and the effectiveness of recycling by promoting the “3 rinses and 3 washes” collection procedure. For the waste plate container collection and recycling, the foreign major technologies were the automatic system together with optical sorting, near infrared ray, and X-ray identification. By visiting European countries, they also faced the problems of the difficulties for sorting waste plate containers and the limits after recycling. The project concluded that we should keep promoting and assisting the NIR entities to participate in collection and recycling in short-term. Then the collection and recycling subsidy of waste containers should be evaluated and revised. It was suggested to limit the materials of plastic plate containers in long-term. In order to draft the quality standards of recycled materials and recycling technologies for recyclers, the project had analyzed the differences of recycling methods and recycled materials for different recyclers. And set the minimum requirement for receiving the subsidy based on the “appropriate recycling ability”, “production rate of recycled materials” and “grain size of recycled materials” for the regulation revising reference.
